    Outer Continental Shelf (OCS) Oil and Gas Lease Suspension Consistency Determinations. The documents below were submitted to the California Coastal Commission by the United States Minerals Management Service (MMS), Pacific Outer Continental Shelf Region. There are ten consistency determinations from MMS in response to lessee requests for oil. The Act authorizes the Secretary of the Interior to grant oil and gas leases on the submerged lands of the outer continental shelf[i]. The OCS is an important national resource reserve which should be made available for expeditious and orderly development, subject to environmental safeguards, in a manner consistent with the maintenance of.
